- Former Chief Secretary to the President and Cabinet and National Co-Chairman of the National Economic Consultative Forum (NECF).
- Dr Sibanda lectured at University of Zimbabwe in the Department of History before joining government in the then Ministry of Labour and Manpower Planning, rising to be Permanent Secretary before becoming the ambassador to Moscow. In 2003, he took on the role of Deputy Chief Secretary to the President and Cabinet.
